I made a test audio stream with OtsAV and the new Breakaway One Audio Processor (in Trial mode).
(Default Plutonium setting, and Stereo Enhancer enabled)

The Icecast Server is running on a Raspberry Pi, and only with limited bandwidth  of 1 Mbit upstream.
    (I'm on a ADSL line 10 Mbit Down / 1 Mbit Up)
Icecast is set to allow max 20 clients because of my limited bandwidth.

Click on one of the links below:

    http://www.hhaken.nl:8000/stream.aac 32 Kbits/sec – HE-AAC
    http://www.hhaken.nl:8000/stream.ac2 64 Kbits/sec – AAC
    http://www.hhaken.nl:8000/stream.ogg 96 Kbits/sec – Ogg-Vorbis
    http://www.hhaken.nl:8000/stream.mp3 128 Kbits/sec – Lame MP3

    http://www.hhaken.nl:8000 IceCast Status screen
    http://www.hhaken.nl OtsAV Status/Playlist screen

Please let me know how the quality of the stream is.
    Every suggestion is welcome.
Please advise for using the best encoder (settings) for low bandwidth.

Music format is Alltime greatest and totally random.

    Hi Jesse,

I used the default BAO ones and the other are downloaded from this link:

    http://www.forumclaessonedwards.com/forum/index.php/topic,5381.0.html

    AACPLUS v2 encoder (winamp 5.57) v8.0.3
    LAME 64bits v3.99.5
    OGG v2.88 (aoTuVb6.03_2015)

If you have link(s) with better encoders, please advise.

    Thanks!

the ones you listed are the latest stable release versions for those codecs, so you should be good to go.
