Sound divice issue on windows 2008 server web editionn

Hello guys

I am new with Broadcast , trying to set up audio pipeline 1 with the drs encoder of Spacial Audio. But when i try to connect to press on start i recieve the following error:

Problem creating record handle Error #4 Recording device might be in use’

The strange thing is i want to connect Breakaway with Samcast or DRS encoder as encoding programme,or can break away encode directly to the web to a shoutcast server. If yes what kind of VST plug in i do need to have
