I am broadcasting at L/R ref level: -1.50
Is -1.50 OK to use or should I go higher or lower with it keeping in mind I am re recording mp3 so it might have slight over shots?
That depends on several factors.
The audio density near the tops of the peaks. The specific codec, version, its encoder settings (not just bitrate), and the specific decoder/version (a decoder meeting "reference" requirements doesn't guarantee there won't be audible differences, much less inaudible signal differences ofc). If there's any sample-rate conversion. Etc…
