your right, thats exactly what it does, handy for tracks recorded of vinyl that might lean a little to the right or left, as for settings, set limit to 60 and time constant to 0

Is it very useful if all your program is quite modern and in WAV or FLAC format? Does it damage audio in any way? Or is it a kinda I'll step in if I see something off?

for digital audio it doesn't do anything from what i can hear, but for vinyl audio it moves everything into the centre, some records can lean a little to the left or right, try using it in winamp on a track recorded from vinyl, thats the best way of seeing what it can do, i've noticed on tracks recorded from vinyl it makes the instrumentation (bar base and beat) a little quieter but it doesn't seem to be noticable once put into breakaway as the processer will bring everything out regardless from what i can hear. either way its a sacrifice to make so the vinyl audio is fully balanced like the digital audio

Ok I might leave this off as most of my music is fairly new only odd times I play oldskool viny.
