Whatever if the Signal has overshots or not , he’s a Pirate.
The Problem today is the Radio Stations try to be as loud as they can, they don’t care about the quality.
So if a Pirate doesn’t sound that good, who cares?, those peoples who listen this Stations, don’t really cares about.

I Remember to Radio 24, A Half-Pirate ( because he was licensed in Italy), They used 1MW EIRP, with 128EL quad field, to send 180KM or so trough the Alps, but the Audio Quality was awesome, even if you compare to todays digital processors.
    The sound are very warm.
So if you can, get some analogue equipment, its affordable.

Line in Sound Card 1 => Breakaway =VAC> Airomate => Line out Sound Card 2

Ok there is still a Plugin called Optimax available, you can modify it in the *.ini to use no more then 95%
The way to go is get the Line Plugin for Winamp
    LINE IN > Winamp DSP(optimax) > Wave Out ((or out_ds_ssrc))(VAC) > Airomate > LineOut
the Optimax has a good quality, enough good quality for FM Broadcast, it does Look-Ahead Limiting.

And we did that for years here.
The only drawback is the Latency of the chain, but who cares, if your headphones are connected to your Mixer.

( Limiting the Audio Output to 0DB is braindead, always give some Headroom, at least -1.5db)

If you need the RDS Encoding stuff, you have to use 192KHz Sample Rate
    Here the Output Plugin Link:

    (remember to upsample to 192KHz)
    The Line Plugin:

I never tried Airomate2, But this thing is a great RDS Hijacker.
    lol
